Alongside studying at the university, Arsen was gaining professional experience in Artsakh Human Rights Defender’s (Ombudsman) Office as the 1st-grade specialist at the Department of Investigation and Discussion of Complaints. Afterward, he was promoted to the position of a leading specialist within the same department.
